Searching for Bipartisanship In an Era of Partisanship: Lessons from Federal Transportation Policy
Dates: May 30

Historically transportation policy has been among the least partisan realms of federal policy-making.  And indeed, the new surface transportation bill signed into law by President Obama last year was a legislative success in a Congress marred by deep partisan rifts in many other areas of public policy.  In this panel we will hear from two knowledgeable and respected federal transportation policy experts who have in recent years led a concerted effort to effect meaningful transportation policy change and find common ground across increasingly sharply drawn political lines in Washington.

As mayor of Toronto, David Miller promoted an agenda which addressed key transportation and environmental issues. In this lecture, Mayor Miller will address his tenure helming Canada’s largest city — a tenure during which he led Toronto’s movement toward a sustainable future. Special emphasis will be placed upon the development of a future Light Rail Transit system that will connect communities across the city. 

Century City Center: Land Use, Planning, and Traffic Impacts

Sarah Shaw of JMB Realty Corporation and Patrick Gibson of Gibson Transportation Consulting will discuss the proposed Century City Center -- a new high rise office complex proposed for the last developable site in Century City. Their talk will highlight recent developments in land use planning and traffic impact analyses, as well as efforts to certify the first LEED-platinum high rise office building in Los Angeles.

UCTC Faculty Research Grant Proposals - NOW ACCEPTING APPLICATIONS

The UCLA Institute of Transportation Studies is currently soliciting proposals to examine topics related to transportation and (1) environmental sustainability, (2) economic competitiveness, and/or (3) livability.  We will fund projects up to $120,000, though most awards are between $20,000 and $60,000.  Proposals are due

Thoughtful people look to cities for evidence that progress is being made in the fight to avert climate change. The “sustainable cities” movement is thriving all across the world, and mayors compete for the title of “greenest city in America.”

In this lecture, drawing on his own research in the metro Phoenix area, Andrew Ross shows that the key solutions are more social than technical in nature. Marketing a green lifestyle to affluent residents will create showpiece sustainable enclaves, but will not alter the patterns of “eco-apartheid” that afflicts most large U.S. cities.

The next NPR installment of Engagement Party on Thursday, May 5th is right around the corner! In Your Car will feature two concurrent sound projects broadcasting on local frequencies, Park Park Revolution and Ping Modulation, and will be taking place at the Geffen Contemporary on 152 North Central Avenue here in L.A.

Park Park Revolution will be a composition “played” by cars parked in the lot surrounding the Geffen Contemporary. NPR will divide the Geffen lot into four sections, with each assigned to its own broadcast frequency. You will be directed into parking spaces, where you will be asked tune your radios to the designated frequency, and turn up the volume.  Et voilá!  A quadraphonic matrix of sound to behold.

So, while we’re all about green transportation, NPR asks that visitors bring their cars to this event. Carpool! And, if you don’t have a car (a car isn’t, afterall, the only way to live), no worries – it is by no means a requirement to engage in the evening’s audio shenanigans.

High Speed Rail Seminar in California
Dates: Jan 14

In January 2010, President Obama announced an allocation of $8 billion granted as federal funds to help turn the U.S. vision of high speed rail (HSR) into reality. The distributed funds, to which $2.4 billion were added in October, will be used for the development of HSR which has proven to be an effective, energy-efficient way to move large numbers of people quickly over long distances. The goal of this seminar in Los Angeles is to demonstrate how Japan’s 46 years of experience in HSR operation can contribute toward developing HSR network projects in California. In this half day seminar, leaders in the Japanese transportation field will introduce technology and operational experience about HSR. Topics also include a finance scheme for introducing HSR systems to the U.S. as well as economic benefits derived from HSR, such as job creation and regional development.

Join the ITE Student Chapter and C&EE 180 students on a tour of the City of Los Angeles Department of Transportation’s headquarters, located within the famed Thom Mayne-designed Caltrans District 7 building. The building features window shades that open and close timed with the movement of the sun, and a photovoltaic façade. Observe the operations of the one of the largest city transportation agencies in the country. Visit the nearby ATSAC control center where most of the City’s traffic signals and closed-circuit video cameras are monitored and controlled. The tour starts in the building’s courtyard off of Main Street. C&EE 180 students are encouraged to take transit to this event, to satisfy their transit-trip homework assignment. A Life Cycle Analysis of Pedestrians

Abstract: It has become a mantra among transportation engineers and urban planners that our cities should be more “walkable”.  However, a detailed cradle to grave study of the economic, environmental, and social impacts of pedestrianism challenges such orthodoxy.  First, an historical survey reveals that innovation in perambulation technology has stagnated over the last several millennia.  Additionally, a fiscally driven life cycle analysis of sneakers and automobiles reveals that the former has a markedly negative impact on global economic growth when compared to the latter.

A Politically Way to Increase Revenue Jennifer Dill talks about "green" taxes on Monday, February 23, 2009 at 2:00 pm in Public Affairs 2333. Presenting the results of a 2008 poll that asked 1,500 Californians if they would support “green” transportation taxes and fees – set at variable rates, with higher rates for more polluting vehicles and lower rates for those that pollute less. This approach adapts the traditional transportation finance system to achieve two critical public benefits at once: encouraging drivers to choose more sustainable travel options at the same time as raising revenue for needed transportation programs.

New Street Standards and Urban Design Guidelines for Downtown Los Angeles

Mr. David Riccitiello of the Community Redevelopment Agency, City of Los Angeles (CRA/LA) will discuss the Agency's efforts to create more walkable, pedestrian-oriented streets in Downtown Los Angeles. The CRA/LA, together with the Urban Design Studio of the City Planning Department; the Los Angeles Department of Transportation; the Bureau of Engineering; and other City agencies, are currently developing new street standards and urban design guidelines that will 1) reduce street widening that would result in wider sidewalks to support pedestrian-oriented activity and street life, and 2) provide guidance for street-level improvements to create a livable, walkable Downtown. The "Design for a Livable Downtown Downtown Design Guide" will include both standards (requirements) and guidelines (suggestions).

The Golden Necklace Project

The Golden Necklace Projectis a product of the capstone community planning studio, URP 431/432, in the Department of Urban & Regional Planning at Cal Poly Pomona, taught by Professor Julianna Delgado, PhD, AICP. The project began in January 2008 and envisions a long distance, non-motorized route that connects the San Gabriel Mountains to the Pacific Ocean via a grand loop, or "golden necklace" that roughly aligns along the Los Angeles and San Gabriel Rivers. The Project considers the impact of connecting existing trail ways for hikers, bike riders, and equestrians through communities that lack open space and quality recreational sites as well as improvements to the watershed.

Panama is fascinating. With a burgeoning economy and a well-developed transportation system that includes the world's oldest transcontinental railway, Panama is rich in culture, enlivened by a real estate boom (especially for retirees), and sustained by the most industrialized economy in Central America. The country is dynamic, compelling, and inviting. Of course, there is that canal there, too. And Panama plans to spend at least $5.25 billion to widen it to accommodate post-Panamax container shipping. For all of those reasons, and with that icon of transportation engineering as a focal point, WTS Los Angeles will lead a journey to Panama from September 25 to October 2, 2008 to see what it's all about.

their customers are indispensable. Highest possible effects in accelerating passenger transfers may be
expected by introducing the concept of "intertwined information" of and between transport networks.

The Expert Forum Traffic Guiding Systems serves the shared interests of designers/planners, researchers, educators, suppliers, essential users, transport authorities and the public hand that carries most of the costs of public transport networks.

SFMTA - Advancing Underground

With the $1.4 billion, 5.1-mile Central Subway Project, San Francisco Municipal Transportation Agency (SFMTA) Executive Director Nathaniel Ford and SFMTA Deputy General Manager Carter Rohan know first hand how challenging it can be.

The second phase of the Third Street Light Rail Project, Central Subway is "vital to connecting the city's civic, business and cultural centers with the diverse communities along the corridor." Improving service reliability and travel times, the project also promises to provide economic opportunities locally and regionally. Optimization of maintenance and replacement policies for a system of
Dates: Apr 25

This research addresses the determination of optimal maintenance and replacement policies for a system of heterogeneous facilities. The problem of optimizing maintenance and replacement policies at the system level is formulated in a reliability-based framework, based on policies that are optimal at the facility level. The facility-level policies are determined using a finite-state, finite horizon Markov decision process in which the state of the Markov chain contains information on the history of maintenance and deterioration.

Optimality conditions for the continuous-case system-level problem are derived and explained intuitively. A numerical study shows that the results obtained in the discrete-case implementation of the solution are valid approximations of the continuous-case results. The computational efficiency of the system-level solution makes the formulation suitable for systems of realistic sizes.

Inside the Port of Long Beach: Challenges and Opportunities

Nowhere do these and other hot button issues related to goods movement and international trade converge more than at Southern California's Los Angeles/Long Beach port complex. The Transportation Research Board is holding its annual meeting January 11-15, 2004. The complete TRB Annual Meeting Announcement and forms may be found on the TRB website (www.TRB.org/trb/meeting). Registrations may be completed by Internet, fax, or mail with our registrar, by November 30, 2003. The registration fee for TRB Student Affiliates registering by this date is only $20. Students who have not already become TRB Student Affiliates may do so by completing Part III of the registration form. Confirmations will be sent within two weeks. Badges, tickets, the Compendium of Papers CD-ROM, and the Final Program may be picked up at any of the TRB Registration desks at any Connecticut Avenue Collection Hotel.
